1)       In Nov 2009, the TLP Dining Hall was designated a US Dining Facility by the DoD Per Diem Committee.

2)       Billeting in the TLP dorms is at no cost.

3)       Flying course participants and their support personnel have their per diem subsidized by USAFE A3.

4)       As of Jun 2010, the following guidelines apply as a minimum with regard to submitting authorizations through DTS:

a.       Fly Course participants, all ranks, under per diem entitlements:

1.       Spain Other rate

2.       Quarters Available

3.       Meals Provided (B,L,D)

4.       No Other Per Diem Entitlements

5.       Result should be ~ $22.00/day for M&IE

b.       Academic Course participants, all ranks, under per diem entitlements:

1.       Spain Other rate

2.       Quarters Available

3.       Meals Available

4.       No Other Per Diem Entitlements*

5.       Result should be ~ $32.80/day for M&IE

c.       Other TDY Members (Guest speakers, DVs, etc)

1.       Spain Other rate

2.       Quarters Available

3.       Meals Available

4.       Additional per diem as deemed necessary*

*NOTE TO COMMANDER’S AND DTS APPROVING OFFICIALS:  Albacete AB has no specific Location Code in DTS, therefore falls under “Spain Other”.  While it is within your authority to apply “OCONUS Incidentals” to a military member’s DTS authorization, the resulting payment of $14.30/day for Meals Available is not enough to cover daily meals at the TLP Dining Hall which are approximately $20/day.  This will also then not cover incidentals. 

There are other Spanish dining facilities on base with limited hours and no English speaking service, so we encourage guests to take advantage of the TLP dining facility.  There are also grocery stores off base within 10 minutes drive.  In the event a member is required to stay off base, full rate per diem will set the baseline for M&IE.

At no time will the USAF Detachment at TLP, or its parent organization the USAFE Warrior Preparation Center, provide funds for TDYs, except with exclusive permission from the WPC Commander.
